I'm Owen Bennett

I'm a London-based independent expert in international digital policy and a Fellow at the Hertie School Centre for Digital Governance in Berlin.

In my day-to-day work, I advise public authorities across the world on regulatory design and strategy, and I support civil society organisations, international institutions, and corporate entities with insight on a variety of digital policy topics.

My most recent in-house role was at Ofcom, the UK's independent communications regulator, where I led the regulator's international online safety team. Immediately prior to that, I worked as a senior policy manager at Mozilla (the not-for-profit tech company and maker of the Firefox web browser), where I contributed to the development of the Digital Services Act and other groundbreaking EU rulebooks.
